BCBSCA By-Laws
I. NAME
The name of the association shall be The Bergen County Boys Soccer
Coaches Association.
II. PURPOSE
The following are the purposes for which this organization has
been organized:
A. To educate the public, soccer players, and soccer coaches about
the sport of soccer and to promote the common interest of its
members in the game of soccer in Bergen County.
B. To promote, foster, and spread the playing of soccer in Bergen
County.
C. To assist in the development of the Bergen County youth, promoting
in them the proper respect and competitive habits, both on and
off the field, and to assist in building their character and educating
them in good sportsmanship.
D. To promote better coaching, refereeing, and playing of soccer
in Bergen County.
E. To promote good will among people who are connected, or have
been connected, with soccer in Bergen County.
F. To meet and exchange ideas regarding the expansion of soccer.
G. To enjoy the camaraderie of people connected with the sport
of soccer in Bergen County.
H. To recognize outstanding contributions to the game of soccer
in Bergen County.
I. To recognize the outstanding soccer players and coaches in
Bergen County.
III. MEMBERSHIP
A. Any person employed as a coach or assistant coach of a Bergen
County High School or Junior High School, public, parochial, or
private, who is coaching a recognized boys soccer team representing
such school shall be eligible for membership and shall have one
vote.
B. Any person formerly employed as a coach or assistant
coach of a Bergen County High School or Junior High School, public,
parochial, or private, who formerly coached a recognized boys soccer
team representing such school, shall be eligible for membership
and shall have one vote.
IV. DUES
Annual dues shall be assessed as determined by a vote of the membership
at the last meeting of the school year. Said dues shall remain unchanged
during the school year immediately following its passage and all
ensuing school years until reconsidered and approved by the membership.
V. ADMINISTRATION
A. Executive Board
The Executive Board of the Association shall consist of nine (9)
members as follows:
President, Vice-President, Secretary, and Treasurer. Each of these
officers shall be elected for a term of two (2) school years. The
slate of officers shall be presented to the membership prior to
the last meeting of the school year, when the election will take
place. In addition to these elected officers, each one of the five
(5) leagues (BCSL American, BCSL National/Olympic, BPSL, NBIL, and
NNJIL) shall appoint one of its members to the Executive Board.
The term of office for these appointed Executive Board members shall
be one school year, and each of these members will be a chairman
on one of the five (5) Standing Committees
B. Duties of Executive Board Officers
President. Presiding officer at Association meetings and all Association
affairs and activities.
Vice-President. Presiding officer in the absence
of the President. Will, upon request or appointment of the President,
head any "ad hoc" committees necessary to the proper running
of the Association.
Secretary. To keep accurate accounts of all Association
meetings, the minutes of which shall be given to all Association
members. Shall also furnish an agenda for each meeting.
Treasurer. Shall collect all Association monies
and deposit same into Association bank accounts promptly. Shall
keep a detailed record of the financial status of the Association
and make a report at each meeting. Shall cosign approved checks
with the President or any duly-authorized person.
Appointed Members. Each shall preside over one of
the Standing Committees.
C. Responsibilities of the Executive Board
1). Shall be responsible and have sole authority for enforcing the
Constitution Bylaws, and rules and regulations of the Association.
2). Shall decide on the interpretations of the Bylaws. Shall have
the power to make decisions on matters that may not be addressed
herein.
3). Be empowered to take necessary steps, anytime the best interests
of the Association appear endangered by actions of Association members.
4). Have the right to suspend any member whose actions are determined
to be detrimental to the best interests of the Association, by a
three-quarter majority vote of the Executive Board. A suspended
member may request a hearing at a special meeting within four (4)
weeks from the date of notification of suspension.
5). Shall propose to the members new programs, Association activities,
Bylaw changes and all it shall consider appropriate for membership
consideration.
6). Should an Executive Board member resign before the end of his
term, the President shall have the power to fill the vacancy with
the approval of the general membership. Any Executive Board member
absent from three (3) consecutive meetings, without an excuse, shall
be relieved of duties.
VI COMMITTEES
A). Standing Committees. Standing Committees shall be:
1). Media
2). County All-Star Game
3). Association Dinner and Awards
4). Bergen County Soccer Tournament
5). Coaches' Clinics and Workshops
Each of these committees shall have one of the League-
appointed Executive Board Officers as its chairman.
B). Special Committees. The general membership may
request any committee deemed necessary during the school year, but
their committee membership shall terminate at the dose of that school
year.
C). The four (4) elected Executive Board Officers
shall be considered members of all committees.
VII. MEETINGS
A). The time and place of all meetings shall be decided by the Executive
Board and proper notification shall be given to all members.
B). Quorum. A quorum shall consist of one-fifth
of the membership. However should a quorum not be present at a regularly-scheduled
meeting, the President may call for a special meeting at his discretion.
Members at this meeting shall be considered a quorum.
C). Voting shall be by voice or ballot.
D). The order of business is as follows:
1). Roll Call.
2). Reading of minutes.
3). Treasurer's Report.
4). Report of Standing Committees.
5). Report of Special Committees.
6). Unfinished Business.
7). New Business.
8). Good of Soccer.
9). Adjournment
VIII. AMENDMENTS
A). Proposed amendments may be submitted in writing to the Executive
Board by any member of the Association.
B). The Executive Board may then pass a resolution
declaring that such amendment, change, or alteration is advisable,
and shall present such amendment at the next regular meeting of
the general membership. If such amendment shall be presented at
other than a regular meeting as provided herein, ten (10) days notice
of such meeting shall be given to all members having a right to
vote. Such notice may be given personally or by mail and shall contain
a copy of a summary of the resolution.
C). If two-thirds of the members having voting powers
present at such meeting shall vote in favor of such amendment, change,
or alteration, the amendment shall become part of the Association's
Bylaws. |
